little flies/noseeums?/gnats?

Again this year my courtyard garden is infested with little bitty flying somethings. My courtyard is a cement slab with lots of potted plants. What can I do besides spray with a bug spray? Are there plants that would naturally deter these little pests? I have no picture - sorry digitally challenged.
