I found several of these on my flowering plants. The young ones do not fly but the adults do. The wings are black. The body is red and the legs are black. The young ones have white spots on the body.

This is an assassin bug - genus Zelus. It is looking for insects to eat. It uses the straw-like mouth part to suck the juices from their bodies. Considered a beneficial insect. You are correct - only the adults have wings and can fly.
