These things look like sprinkled baby powder but when I go to touch, the little white powdery bugs jump off. There is still a white residue that stays on. They are on a crossvine and a few other things that are new to me this year. No evident damage yet.
Should I spray with detergent water or are they ok to stay?
Hopefully I will have a bit more knowledge by next season and wont have to ask so many questions, but most of these plants are new to me and the bugs also. Thanks for everyones help in ID's.

They're a type of woolly aphid. Bad guys.
Thanks, going to get sprayer now!
