I had a few shrubs that had budded out when the frost hit in the middle of April. I thought I had lost 2 of them. Currently they have no leaves at all. I did the scratch test on them and they're still green. A friend came down to visit yesterday and she also has 2 shrubs that did the same thing and hers are also leafless, yet the scratch test reveals green. I've also broken a branch and it's green. My 2 are viburnums, hers are Rose of Sharon. Are these going to leaf out? Or will they die?

I suspect her Rose of Sharon will make it... Lucky her.
Your viburnums may make it too. I had a bunch that were bareroot that are just now leafing out. They were V. acerifolium of all things. Go figure.
I found hundreds of those mapleleaf Viburnums recently. Until they bloomed I thought they were Acer pensylvanicum or moosewood or A. spicatum / mountain maple.
My viburnums are cayuga and a snowball one. I've never paid much attention to the name on the snowball because I call it something else........
