What are these teeny-tiny bugs? Are they destructive? They are easily seen on my llight-colored roses and columbines.

Those are adult thrips. They are a major pest and can be delt with using biological control with Amblyseius Cucumeris Amblyseius Degenerans, Orius Laevigatus, or Orius Majusculus. You can also chemically treat with something like Spinosid which is a bacteria
