As it turned out, Ron, the drug dealer not only lost his very good job, but his drug habit began to eat into is ability to pay his bills. The first to go was his electric. Early on, he came over to my house and asked if he could run an extension cord from my house to his. Since he was a drug dealer with some rather ugly friends I was not about to object. And, afterall, a few cents worth of electricity was not much of an imposition.
So, Ron ran one of those big orange extension cords from an outlet on my front porch over to his house. That lasted for about 7-10 days. He managed to get his electricity turned back on.
No sooner than Ron got his electricity turned back on, the local utility company came out to his house and shut off his water supply. There's a little cast iron box out near the curb, halfway between the sidewalk and the curb that contains the water meter along with the shut-off valve. Well, they shut off his water. But Ron was not slowed down one little bit.
After they turned his water off, Ron came over to my house with a water hose that had 2 female ends on it. He told me he was hooking up one end to my outside faucet and that the other end would be hooked up to his own outside faucet. That way he could feed water pressure from my house into his house. I really did not object, as you can imagine.
For about a week Ron was pumping water from my house into his house. And nobody really seemed to care. But after about a week, a utility company rep stopped by my front door and read me the riot act about abetting a neighbor who was stealing assets from the utility company. The rep even gave me a letter outlining the civil laws that I was violating, and the possible monetary penalties and/or jail time I could receive. I pleaded complete ignorance and immediately disconnected his water hose from my house.
That same day Ron went out to the meter box and turned the water back on. A few days later the utility company came back out and turned his water off again. So it became a Mexican stand-off. By this time, I figure that Ron was in arrears to the utility company for maybe $3-400.
So, Ron got creative. Ron went back out to the front yard, turned his water back on, and then he had a friend tow a purely junker Cadillac with 4 flat tires and a blown engine from Ron's back yard and had it parked directly on top of the water meter.
I gotta tell ya, I've been a bit devious in my life, but that was a real kick in the hiney. And it actually worked for another week or 2.
Finally, the utility company got fed up. And they got serious.
