I got this dwarf lilac last year. Didn't know it was grafted onto another tree. Growth is coming from the rootstock. Is this a bad time to cut this branch off? What is the safest way to do it. When is the best season for this?

One of the reasons a rootstock is use is that it tends to be more vigorous (thus has a larger root system) than the grafted portion. If allowed, growth from the rootstock will soon overgrow the grafted portion. Cut it off now and cut off any other growth from below the graft union as soon as you spot them.
