At least it looks like a wasp. Never seen this one before. It's on citrus tree, if that means anything.

Yep, it's a wasp... Pseudodynerus, Euodynerus, and Monobia are three very similar looking genera it might be, to get this ID started.
I'll look them up. I am allergic to bees and hornets, and some wasps. So I always like to know what I'm up against. I like to let them be, but I have to be careful!

claypa is right, it appears to be the Wasp (Euodynerus bidens) in the family Vespidae: http://bugguide.net/node/view/45520/bgpage
