I found it inside of a railroad tie my parents were using as part of a retaining wall.

That is a centipede of the Order Scutigeromorpha. It looks quite like the House Centipede (Scutigera coleoptrata): http://bugguide.net/node/view/25 , but yours seems to lack the marking of that species, so it may be a different species.
