CLOSED: Foam "nest" or "cocoon"?

I've tried Googling and looking through this forum a bit but I'm still not finding answers...

I found this larva underneath a glob of foam or bubbles underneath one of the leaves of my strawberries. I scooped it off with a dead avocado leaf and photographed it. You can see a bit of the original foam nearby.

What will this grow up to be? Beneficial or not? It kinda looks like it could grow up to be a lacewing, but I'm unsure.

People disagree on whether nymph stages of insects are larvae... if I had to guess I'd say it might be a Spittlebug or Leafhopper nymph. It looks like a tiny Cicada nymph, they're all broadly related.

Although I've never seen an adult around here that looks like Wikipedia says Spittlebugs and Leafhoppers look like, I'm going to kill it and the other one I saw because it seems that it's something that sucks on plants, regardless.
