1) is it possible for a bulb planted inground to have done nothing the first year, and them return and bloom the 2nd?
2) I have one potted, I think tiger lily, bloom is gone. Can I transplant now inground?
3) what about potted bulbs that are just peeking out? Can they be transplanted inground now w/o hurting cycle?

all the ones I planted inground last year, are peeking out. I'm so excited but still cautiously optimistic as now many people grow these in my area. If my Menorca blooms this year, I am going to be ecstatic. I really, really, really like that one.

1. It's possible. Could have rotted, too, but give it a little more time.
2. Yep.
3. Yep, try to disturb the soil around the roots as little as possible and they won't miss a beat.
I purchased the asiatic lily Cathedral Windows in the fall of 2005; it did not come up last spring. This year it is making a showing:-) I have had several other lilies do that. Summit from the Lily Garden is another, but after 3 seasons of no-show (each year I checked and it was still there, but smaller) I gave up and threw what was left away to make room for a better performer. I agree with Moby on the other questions.
