I totally understand Ann....I've got views of neighbors from all sides and none of them are great.

I have five backyard neighbors. One on the south that has loads of plants and vines, trees, etc. that dump stuff in my Koi Pond. Two backfence, one that dumps his grass trimmings along the fence, the other that doesn't mow theirs. Then on the northside I have a neighbor that doesn't do anything to their yard, and the other has an automotive junk collection, plus this past two weeks cut all of the trees down along our shared property line. Not a problem since I didn't have anything much planted that needed shade, but he stacked all of one tree against the fence where our storm drain for the whole neighborhood drains into!! I had to report them to code enforcement and have them clean it out.
I would love to put a solid fence at the lower end of our property, but because of the drainage issue, that is not possible, so I am planting crossvine, trumpet vine, passion vine and anything else that will cover the cyclone fence, but not block water.
Oh, Sheila, that's horrible to have such careless neighbors.
Ann - the Fort Bend Master Gardener's will be having their annual perennial sale this Saturday, beginning at 9:30 am. They are offering two different passion vines - a 'Blue Bouquet' and a 'Lady Margaret'. I'll be working the sale if you happen to come up. It's at the county fairgrounds. There's also a ton of other beautiful plants. Lot's of natives.
