Can you train cats?

I wish I were coming over here to talk about how much I love my cats, but right now I don't. They have issues that are giving me issues.

One is a male that is a mixture of Tabby and Calico and possibly part dog. He wanders around the house aimlessly all day. His only entertainment is torturing the other cat. He will sit and stare at me from across any room just waiting until I walk anywhere near the kitchen then he shoots across the house to his bowl. I can't leave food out any more because he will eat the entire bowl at once, then more than likely he'll throw it up on my beige carpet.

The other is a female, part Siamese, and she's paranoid and skiddish at every movement or noise. There are few people that she will come around and she will only sit by me on the couch. She spends her days usually under the bed or the couch to hide from the other cat. She can often be found sitting around the corner of the bedroom wanting to come out but knowing that the other one is around the corner waiting to pounce on her. If he's locked in the bathroom, for various reasons, she'll come out and play. She eats small amounts at a time, thus leaving food in her bowl which he will eat if I don't put it up. She's just as guilty of throwing up.

Now they both are driving me NUTS because any time I go near the kitchen they run to their bowls and just stare at me. I put the bowls and the mats up and left them only water today. Go away!!

So, my question is can I train a cat to eat at a certain time? If I could make some sort of schedule, put the bowls out then pick them up and put them out at the next scheduled time then they might actually do something! Help!
