I found it while pruning my roses.
It has a scale like shell and then some sort of cotton like under body

BTW
There were several on just one rose bush.

I'm about 2/3 though pruning 130 roses and this is the first I've seen

It's Cottony Cushion Scale. Ladybird beetles eat them... Bugfiles could use a picture of this critter

claypa beat me to it, dovey. they are downright nasty and as much as i would love for the ladybugs to snack on them, you need to spray a dormant oil spray and smother those nasties pronto! ick, ick, ick fly, dovey, fly! LOL

I just hand pick them, throw them on the ground, and stomp on them (really good!). They are so easy to see......
And they feast on a multitude of different plants - so look around carefully. That cotton like mass is full of eggs.

From a distance it looked like bird poop.

I'll have to take a close look at out citrus trees... so far I haven't found them anywhere else

just go to ace or a cheap place and get the generic dormant oil in the lawn and garden section, nothing fancy.
