the leaves on my Brown Turkey fig tree are all gone, is it OK to cut now, low to the ground?

Why would you want to?
In zone 9, it's unlikely that it will sustain any winter damage, and if you whack it back to the ground, you'll lose the early crop of figs next spring/summer.
Not something *I* would do!

Yes...if you want it smaller wait until after it produces next spring.
