CLOSED: Some Kind of Wasp?

Southeastern, NH(Zone 5b)

I've never seen anything like this before. I am curious about what it is. The strange part, to me, was what appeared to be a claw on it's head. He was small so unfortunately I couldn't get my camera to focus completely.

The Mantidfly wasps, are just one of those bugs (of several) .. that always bring the movie, ' The Fly ' to mind: because they appear to have gotten some molecules 'crossed' somehow. (hee)
