I think you need to propagate those from cuttings--named cultivars won't usually come true from seed.

Yes, they won't come true, unless you just want to experiment with random seedlings and see what happens with the second filial generation. You can find small rooted plants of most of them on line at reputable mail-order nurseries. If you order now maybe you can get some of them in time for your birthday!

I've never seen a seed on one of these, just the fluff. Or, is the seed tiny and amongst or part of the fluff?

Scott, flowering can be dioecious, especially on the native species. Maybe you have a male. The seeds are easy enough to spot if you look closely at the ends of the "fluff." They're about 2-3 mm across and usually occur sparingly.
