hi all ; when is the best time to take cuttings of this plant. and has anyone started it from seed.? i just saw this shurb in a landscape.i like its overall look, but its planted here in a zone 7,and the files say its for a zone8. can this be ok to grow here?

It does beautifully at my son's home. He is in Vienna, not far from you at all.
