I've been following this bee like bug all summer trying to get a good picture(and still haven't) - what is this?

He looks like a cuckoo wasp with that iridescent color, not sure though.

I agree with fly_girl. It either looks like a cuckcoo wasp to me or a sweat bee (family Halictidae).
