This has the profile of the Thread Waisted Wasp, but all of the images I've found of that species has red spots. I figure it's a relative, but haven't run across one with these markings.

We have these too. I believe it's one of the 'sand digger' wasps. The only time I've seen them it's because I've heard an insistent buzzing. Both times it turned out to be one of these trying to carry off an adult Katydid. Paul and I watched the last one crawl up onto stems and whatnot to try to launch into the air....very cool to see
