I have these all over my vitex. They don't seem too aggressive and are actually pretty!!

I have the same wasps all over my garlic chives. You got a good picture. I think they are a type of Scoliid wasp. The wing edges look like tissue rather than clear with veins.

Thank you sally after doing a search I agree. Mine do have metallic blue wings. Sounds like a good grub killer!!
