CLOSED: Green eyed yellow thing

It's maybe a half inch from wing tip to tip, bright yellow with green eyes.
It hardly ever stopped moving on the top and bottom of the Agastache leaves.

Those in Tephritidae can be 1 to 35 mm long. There are over 5,000 described species.
