Time to plant perennial seeds

I bought a number of packages of perennial seeds this summer, intending to plant them in July and put them in the ground in the fall. But I never got around to planting them. If I plant them indoors this winter and use grow-lights, how should I time the planting for the best time to harden them off and put them in the ground?

I'd try winter sowing.

Thanks. How many months before I plant outdoors should I plant on them germinating? And when should I plant outdoors?
