Possumhaw Holly with a problem

I have this young tree with some sort of problem--since I don't have many tree problems, I'm not up on what it is.

Is this scale or blight or rust? Or hopefully some nonfatal problem? Is there any organic solutions to the problem?

It definitely looks like some fungal disease. Regardless of which one, I'd say the best thing would be to remove they really badly effected leaves (and pick up any that fall off), then spray with a fungicide (you can always use the ol' baking soda/soap spray if you want to avoid chemicals http://www.naturalgardeneraustin.com/information/recipes/fungicide.html ).
