I Just planted norway spruce trees over labor day weekend. All the trees now have new growth on them, Is it normal for the this growth to hang down?

The trees are wilting. This can be caused by root loss during digging, sudden exposure to full sun, rootball-drying or overheating during planting, under- or over-watering, or other things. If you luck out with a few cool, cloudy days, they probably will recover unless permanent damage has been done. Meanwhile, be sure to mulch the entire area under each tree with about 2" of organic mulch (bark, wood chips, etc.), and water heavily but occasionally, as needed. Use the finger test to check for moisture beneath the mulch layer.
