Bubbles on pecan leaves

Does anyone know what insect causes these little bubbles on pecan leaves? When I tear them open some of them has lots of tiny flies and some of them has a maggot.

Send Lucky a d-mail with a link to this thread. Maybe Sawfly (Periclista spp.) damage? Check out Cigar Casebearer
(Coleophora laticornella) and see if that looks like a possibility. Can you take more close ups?
