Sorry for my naive question but this is the first time i've divided Liriope. What are the bulb like things on the roots of Liriope? Are these bulbs or nitrogen fixing organs or what? I probably already know the answer but want to make sure. can they be cut off and planted?

These are the means of spreading. I planted some 10 years ago, and decided that I wanted to move to another location, and to this day, am still having shoots of this come up in the original location from the bulblets. Hope it doesn't become invasive for you. Mine is semi/invasive.
