Need help starting Veronica from seed

I purchased pelleted veronica seed from Harris Seed this year, none of them have come up yet (been planted almost 2 weeks) . I have been through all my resource books and can't find anything on planting veronica from seed.....................can anyone help? Thanks!

Thompson& Morgan Seed booklet say that the seed should be just covered lightly. It germinates best at 70 degrees. The seed will germinate between 15 - 30 days.
