Ti or cordyline?
Kell, we do not get many frosts here at all. My property is surrounded by marsh which really holds the heat and it is always breezy which helps to keep any frost from settling during the winter months. We also have very warm nights which helps the soil to warm up faster in the spring. The biggest problem we have is that during the winter it is not unusual for us to go through an unusually warm (80's) week then have the nighttime temps drop to the high 30's. Things will leaf out thinking it is spring then winter will roar back in and new foliage will be damaged.
In addition to the 2 Cordyines in containers, I have 3 in the ground and they also die back and re-emerge in the spring.
Sparkey....
to propagate you cut off the top about 4" below the bottom leaves, stick it in a pot. The Cut will root (good idea to cut off all of the lower leaves that look crummy because they will wilt/fade/die back anyway. From the stump you have left, you can take additional logs and root them (see above question from Tropicman and answer) or you can leave it as is and new growth will come out of the top. You need nothing else. Or, you can stick the cut piece in water and it will form nubbies and you plant that.
