I pruned back my JFK hybrid tea rose 2 or 3 weeks ago and stuck the cuttings in potting soil in a ziplock bag and have them in my window sill. Some of them are sprouting new growth, but I don't see any roots. (I had to gently pull one out of the soil and look to see if it had roots. It was calling to me and I couldnt' resist. LOL) Is this normal, or good, or bad that it would be getting new growth? The bottom of the cutting is swollen, but again, no visible roots.
