Soot in electric heat vents

My daughter Debbie has just purchased a condo and we are in the process of cleaning, painting, etc. We noticed a black areas around the vents. Today we took off the vents and there is a lot of soot in the vents.
She has electric heat and we think the furnace is the original one (l5 yrs)
She also has a fire place and it looks dirty.
Tomorrow we are calling the Gas and Electric Company to check this out.
Just wondered if any of you have had similar problems.
Will let you know what the G&E company has to say.
