What I meant to ask is: is it ok to add a plant as new when there is just a difference in the species?

Bottom line answer is yes. Each entry in PlantFiles represents a unique species, subspecies, variety or cultivar.

At one time, we considered grouping all cultivars under a main entry. When we thought about the fact that there are 40,000-some daylilies, and thousands of Iris, Hostas, Roses, etc. we decided it would be better to give each its own entry. It makes for a larger database to wade through, but there wasn't any other viable alternative given the plants that have hundreds or thousands of hybrids.
