Teucrium (or ???) for a clipped hedge?

Murfreesboro, TN(Zone 7a)

I finally found a water fountain for the front bed, and we'll set it up next spring. I'd like to surround it with a formal, oval-shaped tightly-clipped low evergreen hedge. When I say low hedge, I mean lowwwwww - 8-12" high, no higher (otherwise, it'll be totally out of scale with the fountain, which is only about 30" tall.) I also need to be able to keep it fairly narrow - again, no more than 6-12" wide.

After some research, it seems Teucrium (Germander) would be a good choice (I could use a low-growing boxwood, but most of them smell like cat urine, IMHO and I'd rather have something more pleasant smellling to greet visitors. I also considered Sarcocca (sweet box) or a heath, but they both tend to sprawl and I'm not sure they're totally hardy here in 6b/7a.) Whatever I choose needs to be fairly shallow-rooted as this is located near our septic line. (But not on the field lines or the tank.)

Any suggestions on particularly nice species or cultivars of Teucrium? Or any other suggestions instead of Germander? I have the luxury of looking all winter, and placing an order for spring delivery.

Teucrium chamaedrys? Very attractive plant and I've got that on my list of wants.
I've got T. canadense over here but that has way too much height for what you want.
The T. hircanicum is supposedly a compact dwarf but that can go well over 18". I bought some seed of that from somebody a few years ago and ended up giving it away. I don't have any experience with any other Teucriums.

The only thing jumping out at me in your height range would be Ageratums and Alyssums but those are both annuals and not necessarily formal. The Alyssums can be hacked at to keep them in line and formal looking but the Floss flowers really do their own thing although they do tend to form a little border that sort of looks like little connected upside down Us that some consider formal. Some of the Verbenas might be another possibility. You got me. I'll watch this thread and see what others come up with. I've got an area that I'd like to play with that will have a very low bird bath basin (about 2' in height that I will be using for chipmunk and squirrel feed) and I don't want to deal with the sprawling types either. I've been considering Verbena bipinnitifida. Another plant that may not be considered all that formal though.

If you don't mind my asking, what type of a water feature did you buy? I've seen some really nice large urns that if properly leveled, spill water over the edges 360 degrees around. I've been looking for one of those in a natural color. I've found quite a few in cobalt blue but that might look out of place by me.

Most likely Teucrium chamaedrys. I'm wondering if it's feasible to grow it from seed (then again, I only need 12-15 plants, and most places sell them for $3-$5 apiece.)

I'm really wanting something evergreen and hardy to zone 6b/7a. I thought about Santolina (gray or green) but I'm not sure it's fully hardy here and since this will occupy a prominent spot (it's the focal point as you walk down our runway-length sidewalk) I figure it needs to be something reliably hardy. I want to put an oval of shrubs around it to complement the shape of the bed, and fill in the elongated sides with bedding plants each spring.
