Who is this MR GREEN ?

Looks like some kind of leafhopper.

What damage do they do? I saw one on my porch 2-3 days ago. It was about 2-1/2 inches long.

Looks like it is a Broad Winged Katydid of some sort:

Grew up with them in WI; but, didn't know we had them here in CA.
They mostly eat the leaves of deciduous trees and bushes. Though it sez some species prey on other insects.
Looks like yours is missing its back legs, which is probably why it is hanging around.
Won't last long, if you have cats around.
Very common around Los Angeles area... pretty destructive
They seem to out-number the brown locust-type grasshoppers this year.

I love to hear katydids, but I don't like them on my plants.
Me too, to a point. I had my bedroom window open last night and one that was on the screen let out a chorus at 4 in the morning. Those things are LOUD.
