Do you all know if bindweed is an annual weed that would be inhibited by a preemergent herbecide?

What most of us call bindweed is a "wild" morning glory with small white flowers which has a longer half-life than U-235 and roots that reach halfway to China. Pre-emergents might keep new seed from developing but persistent yanking out is the only way I keep mine from completely over-running my world.
