So, I've planted bareroot cuttings lots of times, and had very mixed success. I just recieved some bareroot Achillea (yarrow) and it was sitting around for a week before I got to it (was away on travel). I'm soaking it in water, but I was wondering if the roots could take any kind of food now, or if I should plant them in shaded areas in pure peat and vermiculite, or in pots with starter mix.

I'd be inclined to put them in a good loose, friable medium and water them in well (but not soaking) with fish emulsion or the like. Once in place, foliar feed with the same emulsion. (Am thinking if the roots have been dried out then the little "root hairs" will be damaged and perhaps unable to pull in nutrition. The foliar feeding may give them a chance.)
Oh yeh...and yes on the shaded area...or semi-shaded.
