Hmmmm looks like Green Lacewing eggs which would be friend.

Haven't noticed any, but all the neighbors have oleanders..Ugghh!!
Might not be Green Lacewing eggs after all then since they lay their eggs close to their prey.
Maybe mealy bugs close by?

There's not much of these eggs around my area. I've just been rubbing it off. I'm probably not in danger of a major infestation.
