last year I planted 2 arborvitaes(?) both about 3year old plants ,in my back yard in mid-late afternoon sun.Now after winter I find the bottom branches and needles have turned black. Any ideas what this might be and with about 1/3rd the branches black will it continue to live??.

It could be what is called sooty mold.A charcoal black fungus that appears as a black coating on the branches,twigs and leaves.This fungus is created from insect honeydew,from such insects as whiteflies,aphids,scales,and mealybugs.See if any of the black stuff will wash off.If so,this is more in likely what you have.If this is the case,try to wash it all off,then you can try using an incecticidal soap.Read the label to make sure of proper amount to use.
Maybe someone else with further knowledge will come along with a better answer.It could also be winter damage.
