Rooting Confederate Rose?

I have several Confederate Rose cuttings in water since the last of Nov, most all have new leaves but very few have roots. How long does it take them to root? I also have been change'g the water they are in, should I continue to do this?

I had cutting in the GH all last winter before they rooted, about
half died when I potted them up.
Don't know why the took so long to root or why most died in pots.

I have always buried my cuttings outside at an angle, with the top about 4 inches below ground during the wintertime. Come spring, they grow up about 10 feet the first year and about 15 by year 2. Come winter, I cut them down again. I have never tried to get them to come up faster. Did you try rooting hormone? To prevent rot, I think it's usually a good idea to change the water. But like I said, I've never tried it that way.
