Now I need someone to tell me how this is going to help, how it will be enforced, and so on. Aren't spammers like boiler room operations that can disappear without a trace?

Someone on the radio said a lot of this is from offshore and Eastern European sites. They move around a lot; plus the countries of orgin don't have laws, and don't seem to care that much. We will have to wait and see what happens.
