Best time to transplant???????????

If anyone can assist me by telling me when is the best time to transplant butterfly bushes and old fashion lilacs? My neighbor is growing some for her sister, and is not sure on the correct time to do so. Thanks in advance.

As a general rule, shrubs can be best trabsplanted in the fall when it's cooler, but with still enough time to establish roots before winter.

There are a few exceptions: dogwood, for one.
