do any companies in the US sell plug plants by mail order? I'm thinking of plants taken as cuttings rooted in to compost about the size of a camera film box and cost very little. Over here in Europe there are dozens of companies at it.

Mark, the only one I can think of is Green Mountain Transplants, and even from them you have to buy a flat (mix and match) of 36, 48 or 72, depending on the plant. A few wholesale/retail places will sell "liner" size plants (which I think is what you're describing), but often require a minimum for each variety ordered.
The infamous Foster & Gallagher companies (Michigan Bulb, Spring Hill, et al) sold a lot of very cheap perennials - often the price was under US$1 per plant. But that led to an unfortunate set of circumstances - the low prices attracted novice gardeners, who had no idea how to care for such small plants, and were somehow expecting to receive quart-size perennials for an incredibly cheap price. And in fairness to the consumers, some of what these companies sent was just bad, rotten stock. (And sometimes they didn't send orders at all, which earned them a reputation as crooks on top of bad plantsmen.)
Now when you say bedding plants, are you talking about annuals/tender perennials? In almost every town in America, you'll find a garden center selling flats of petunias, pansies, marigolds, impatiens, salvia, etc. They are grown by wholesalers and distributed everywhere. Perennials are typically sold in 4", 1 quart, or 1 gallon
size containers. Very rarely will you find perennials in smaller sizes.
Do tell us more. Oh and if you can suggest mail-order companies that I can add to the Watchdog, let me know. We have a growing number of Canadian and UK companies, and a smattering of businesses elsewhere, but I'd like to see the GWD broaden its scope to be more global.
we have to buy seedlings in multples of 12 and 24 too. we have to buy a set quantity of larger plugs also.
I'm thinking about people selling half hardy plants and tender perennials. This is for Windsurfer to buy spooned varieties of Osteospermums
