My sisters hibuscus is to large to bring inside this winter and so she is going to prune it some. Wants to try and use the pruned parts to start more. Would she use the soft part of the stem or the more woody?????

Try them all! ha.
I usually use semi soft, but some people swear by the woody, which I do not have much luck with, just peoples' preference.
I have used cuttings from the tip inward (3 cuttings) with good success. Probably the tip has been the fastest. Hardy Hibiscus only.
I do same on tropical.
