Can anyone give me any information on contest that is being held by The International Library of Photography?
Is it a legitimate contest or is it a scam?

I won the contest acording to the mail.LOL I think they want to sale you a book with the picture you submitted to them published in it for $69. I guess we all win and they are the big winners if everyone pays the $69.
