Are you talking about sea thrift? Armeria maritima. It is mounding grass like plant 4-6" tall with chive like blooms. I have "Dusseldorf Pride" (pinky purple) and "Cottontail" (white). I love them both. I bought mine at a local nursery, but I would think that you could find at Lowe's (saw them there last year) or from a mail order catalogue as they are fairly common.
