Picture kinda sucks lol. Found this green and blue shiny bug with a stinger on my window sill. I saw a few of these flying around my garden too. What type of bug is it?

It's a wasp in the family Chrysididae - cuckoo or jewel wasps. These mainly are brood parasites of other ground-nesting wasps and bees, https://en.wikipedia.org/wiki/Cuckoo_wasp
