Suggest Solution for Emerald Cedars

Hi All,

The lower half of these Emerald Cedars are barren (neglected to wrap the trees for winter). Right now there are hostas planted at the base but their height doesn't cover the barren section of the cedars. I thought of replacing the hostas with tall grasses (Little Bluestem). Or should I just remove the cedars and plant tall grasses?

I'm in Zone 5.
