Hornet or wasp?

Not sure what this is, it is hanging at my head level and I didn't see when cutting the grass. I ducked under the branches and didn't seem to be bothered by me.

These are bald-faced 'hornets' (Dolichovespula maculata); they are vespid wasps and not true hornets. They have a bad reputation for stinging, as they usually are quite defensive of their nests. However, we often encounter their nests on our property, including on our house, but we have never been stung by one.
