This came up in my garden this year. I am new to this house and to Alberta and I don't know what this is. It smells a bit like cat pee but the foliage is so pretty

Looks like a variety of Artemisia aka mugwort. Some like the musky odor and others say it is offensive. Is it getting ready to flower? That would help confirm.
