Spotted this guy in North Texas zip code 75082. I'm thinking it might be a paper wasp but am not sure. Can you help?

This appears to be a potter/mason wasp (Vespidae; subfamily Eumeninae); likely in the genus Eumenes - see https://elp.tamu.edu/ipm/bugs/family-vespidae-yellowjackets-hornets-paper-wasps-potter-mason-and-pollen-wasps/hymenoptera-vespidae-eumenes-americanus-potter-wasps-s/ for an example.
